Houses which the Lord Allah has ordered to be raised for remembering His name and glorifying Him into the dusk and the dawn.
Houses in this verse mean Masjids where remembrance, praising, and glorification of the Lord can be done by teaching Adhikr. But after 30 years of the Messenger’s departure, Islam deteriorated, and book-bearing people became the Arabic Quran-reading Fujjar who hid and rejected Adhikr as explained in verses 3: 7-10. They have become the soulless and worthless disbelievers as explained in verses 4: 150-151. Their prayers and recitation of the Book have become loud and noisy without the remembrance of the Lord. So their Masjids are just like the evil Masjid-Al-Dirar explained in verses 9: 107-108.
As there is no group of believers anywhere in the world, there is no congressional prayer. It is commanded to Messenger through verse 7: 205: “And you remember your Lord with your soul beseechingly and fearfully without loudly in a word into the dawn and dusk, and you should not be among the heedless”.
